There really was only one person who was ever going to fulfil this prophecy completely. There are no human kings sitting on the physical throne of Israel now. It has to be Jesus. He is our King forever.
And so at Christmas once more we welcome the coming of the baby who was to become that King. Jesus Christ. Messiah, King, Prophet, Priest, Friend, Brother, Saviour.
